Compliance
Cardexa Pro supports programs that can document who is being paid, why and on what basis. This page sets out the standard every program is held to.
Approved business models only
Cardexa Pro supports payout programs for affiliate networks, creator platforms, marketplaces, loyalty programs, direct-sales and referral businesses, contractor platforms and similar businesses that pay large partner networks.
Support is not automatic. The business model, payout logic, funding source and target markets are assessed before a program can be activated, and models we cannot evidence as legitimate are declined. The Acceptable Use Policy lists activity that is prohibited outright.
Business verification (KYB)
Every business completes know-your-business verification. This typically covers:
- Legal entity details, registration number and registered address
- Ownership and control, including beneficial owners
- Nature of the business and how it earns revenue
- Source of the funds used for payouts
- Existing compliance procedures and any verification provider already in use
User verification (KYC)
Eligible users may be required to complete identity verification before receiving or accessing a card-linked balance. What is required depends on jurisdiction, the licensed provider and the rules of the specific program. Verification requirements are set by the licensed provider and issuing partner, not chosen by the business running the program.
Legitimate commercial purpose
Payouts must be legitimate, documented payments made to the person who earned them. Cardexa Pro does not support anonymous transfers, transfers to unverified third parties, or payouts that cannot be evidenced against a commercial relationship.
Sanctions and restricted-country screening
Businesses and users are screened against applicable sanctions and watchlists, and restricted-country rules apply. Availability depends on the program, cardholder location, provider coverage and compliance approval.
Transaction monitoring
Program activity may be monitored for patterns that suggest fraud, money laundering, sanctions evasion or breach of program rules. Activity that raises concern may be reviewed, and payouts or cards may be paused while a review is carried out.
Where an obligation to report exists, it sits with the licensed provider and issuing partner, and we cooperate with it.
Availability is not universal
No part of this service is available worldwide. Availability depends on the program, cardholder location, provider coverage and compliance approval. Cards may carry geographic, merchant-category and spending limits.

Cardexa Pro is not a bank or card issuer and is not the regulated entity for any part of the service. The identity, licence details and regulatory status of the provider and issuer are not published here and will be added only once the exact wording has been approved in writing by that provider.
Program review and withdrawal
Programs are reviewed before activation and may be reviewed again at any time. Where a program no longer meets the standard set out on this page, it may be suspended or withdrawn.
